CENSUS OF POPULATION AND HOUSING
“the operation providing at regular time periods the official counting of the population living in a country’s territory and its smallest geographic territories, and also a selected amount of demographic and social characteristics of the population. It also provides information on the housing stock. This operation has the advantage of obtaining information relating to two levels – the population and dwelling conditions – in the frame of a single dissemination process.”
The operation includes the process of counting, aggregation, processing, evaluation, dissemination and analysis of the information collected in the territory. In connection with the planning and implementation of the economic and social development policies, and for the administrative or scientific research activities,it is necessary to have detailed information concerning the size, distribution and structure of the population. The census is a primary source of such data.
- essential – to obtain extensive and quality on the number and territorial distribution of the population, the demographic and social-economic structure, data concerning the population’s households, and also the dwelling stock and dwelling conditions of the population and the buildings where the dwellings are located.
- additional – the substantiation basis of an adequate analysis of the dynamics of demographic and social-economic phenomena, such goal being closely connected to the high comparability degree on the international level,and also to the comparability with the data resulted from the previous censuses conducted in Romania.
Main goal – to grant fundamental and quality information for the government policies in the economic and social field, including for human development.
SCOPE - similar with the scope of the previous census.
They will record:
- all the Romanian citizens domiciled in the country (irrespective whether at the time of the census they are in the country or abroad,
- people with foreign citizenship or without citizenship with the domicile (permanent residence) in România or with a temporary residence (irrespective of the reason of taking the residence: refugees, applicants for asylum, applicants for Romanian citizenship, foreigners coming for business or for personal reasons).
They will not record
People with foreign citizenship of the diplomatic missions and consulates or of the international organizations offices and their family members, the personnel of foreign armies, the personnel of the commercial naval and air fleet, and also the press correspondents being in the country at the census reference time.
At the census they will record, also all the dwelling buildings,buildings with other destination wherein there are dwellings,buildings with collective dwelling units (boarding schools,student hostels, workers’ dormitories, hostels for single people, orphanages, alms houses, hotels, hospitals, sanatoriums, tourist chalets etc.) and the dwellings therein.
They will not record the buildings with other destination (administrative, industrial, commercial, agrozootechnical, social-cultural, storage areas),when there are no dwellings on the premises or collective dwelling units.Also, they will not record, barracks, prisons or other buildings located on the guarded premises of the Ministry of National Defence ,Ministry of Interior, Ministry of Justice and Romanian Information Service. Also they will exempt from recording those buildings on the Romanian territory owned by other states, managed by the diplomatic missions and consulates of the respective countries or by the international oraganizations representation offices, when on the respective premises there are not any domiciles of Romanian citizens.
RECORDING METHOD – traditional, by direct interview of the population by the enumerators, and the answers will be recorded in the census questionnaires.
The recording of the information relating to people and dwellings will be done according to the declarations of people of full age.
